At the close of its 38th session in Rabat: ISESCO Executive Council adopts Financial Report of the Director General and Closing Accounts, Report of the Audit Company and Report of the Financial Control Committee for the Year 2016, along with the Draft Medium Term Strategic Plan for 2019-2027
At the close of its 38th session this afternoon in Rabat, the Executive Council of the Islamic Educational, Scientific and Cultural Organization (ISESCO), adopted the Draft Medium Term Strategic Plan for 2019-2027, hailing the content and directions of the Plan characterized by renewal, inclusiveness and realism in anticipating educational, scientific, technological, cultural, social and communication priority issues, and highlighting the challenges to be addressed to consolidate gains on the one hand, and to meet sustainable development goals as part of joint international and Islamic action, on the other; and invited the Director General to present the Draft Strategic Plan to the forthcoming session of the General Conference, with a recommendation for approval.
The Council also adopted Draft Broad Lines of the Three-Year Action Plan for 2019-2021, and invited the Director General to prepare the Draft Action Plan and Budget for 2019-2021, based on the Broad Lines adopted and present it to the forthcoming session of the Council for adoption prior to its final submission to the General Conference for approval.
The Executive Council then adopted the Report of the Director General on ISESCO’s Activities for the Year 2016, hailing the Director General’s steady efforts to expand areas of cooperation with international and regional organizations as well as Islamic and Arab institutions as part of programmes’ implementation, and commending the content of the Report which features remarkable activities covering the Organization’s areas of competence and areas of intervention under its Action Plan.
In the same vein, the Council thanked the Director General and his assistants for their outstanding efforts to ensure follow-up to programme implementation and rationalize expenditure thereon, while taking into consideration the priority needs of the Member States and Muslim communities and societies; and agreed to submit this report, with a recommendation for approval, to the forthcoming General Conference.
The Council also adopted the Financial Report of the Director General and Closing Accounts, Report of the Audit Company and Report of the Financial Control Committee for the Year 2016. In this respect, it commended the Director General’s efforts to collect financial resources, rationalize expenditure and boost the Organization’s working mechanisms; and invited him to continue his endeavors and carry on his fruitful efforts to obtain further support for the Organization’s activities.
By the same token, the Council thanked all the personalities and institutions having made donations to the Organization over the previous years, inviting them to continue supporting the Organization; and invited the Director General to intensify contact with financial, charity and waqf institutions to urge them to support the implementation of the Organization’s projects and programmes, particularly those geared to Muslim communities in non-Member States. It also agreed to submit these reports, with a recommendation for approval, to the forthcoming General Conference.
Likewise, the Council adopted the Report of the Director General on the Member States’ Contributions to the Organization’s Budget and on Redressing the Organization’s Financial Situation for the Year 2016, expressing thanks and appreciation to the Director General for his efforts to intensify contact with Member States in order to collect maximum contributions, and to promote cooperation with international organizations in order to support the Organization’s activities and programmes.
In this connection, the Council called on the Member States having failed to pay up their budget contributions and those in arrears to settle their contributions and arrears at their earliest convenience, in order to honor their commitments and enable the Organization to discharge its duties.
In the same context, the Council invited the Director General to continue coordination and consultation with the Member States in arrears, in order to collect those arrears, and mandates him to agree on practical mechanisms for payment thereof and consider writing off the arrears of insolvent States, in line with the relevant resolutions and decisions adopted by the General Conference and the Executive Council.
It welcomed the understandings concluded by the Director General with a number of Member States regarding the payment of their arrears to the Organization’s budget, and agreed to submit this report, with a recommendation for approval, to the forthcoming General Conference.
Finally, the Council decided to hold its 39th session in October 2018 at ISESCO headquarters in Rabat, or in any Member State that will host the forthcoming session of the General Conference.
