Strategy of Islamic Cultural Action in the West Adopted at the Ninth Islamic Summit Conference held in Doha – State of Qatar, 2000

Conclusion The Muslim communities in Europe confront numerous problems. Many of these have been exhaustively addressed in this strategy, and solutions have been proposed in order to draw up a rigorous plan for a strategy of Islamic cultural action in the West . The strategy operates in three main fields of action: the intellectual, the social and the educational areas. The methodology adopted in this strategy builds on a number of principles, such as the Islamic background, and the requirements of modern times'. The methodology also takes into account the sites of action, including potentialities and mechanisms. There is no doubt that changing the conditions of the Muslim Community requires a prospective action aimed at rearranging the structure of the Muslim society in Europe on sound bases, and optimising the intellectual, spiritual, psychological and educational upbringing of generations on sound foundations. The future of the Muslim community is first and foremost contingent upon its own will, which hinges in turn on the development of its conditions so as to build moral personality of Muslims in countries of emigration. Almighty Allah says: "Verily never will God change the condition of a people until they change it themselves." It is wise to point out that an intellectual project may reach its targeted objectives only through accountability and revision, as required by the proposed changes. It must also be pointed out that the experts who supervised the preparation of this strategy have deemed it advisable to avoid engaging in the specifics of each Muslim community in Europe. In their approach, they have drawn on the issues common to all Muslim communities and societies. We beseech Almighty Allah to crown our efforts with success.
