The Islamic Body on Ethics of Science and Technology was created by virtue of the Recommendations of the First Islamic Conference of Ministers of Higher Education and Scientific Research, which was held under the motto « Towards Mechanisms of Implementation of the Strategy for the Development of Science and Technology in Islamic countries » (Riyadh, Kingdom of Saudi Arabia, 15-18 October 2000); by virtue of the Resolution of the Ninth Islamic Summit Conference to the effect of adopting the Strategy (Doha, State of Qatar, 12-13 November 2000); by virtue of the Recommendations issued by the Consultative Council for the Implementation of the Strategy of Science and Technology during the two meetings which were convened respectively in Fez (24-25 September 2001) and Rabat (7-8 March 2003) in the Kingdom of Morocco, to the effect of establishing the Islamic Body on Ethics of Science and Technology; and also the Recommendations of the meeting of the experts' committee for the preparation of a Document on the establishment of the Islamic Body on Ethics of Science and Technology (Rabat, Kingdom of Morocco, 14-15 July 2003). These Resolutions and Recommendations were adopted by the Second Islamic Conference of Ministers of Higher Education and Scientific Research (Tripoli, the Libyan Republic, 6-9 September 2003) and the Tenth Islamic Summit Conference under number I5/10-2003/ST/DR-8/Rev.1 (Putrajaya, Malaysia, 16-22 October 2003).
1. Directing the Muslim public opinion as regards the ethical aspects of some very important and crucial issues from the perspective of the Islamic Sharia.
2. Analysing thoroughly the risks involved by scientific and technological progress, with a view to preserving and protecting the identity of Muslim societies. The ultimate aim is to draw up the broadlines that will instruct the relevant scientific entities and raise the awareness of the public as regards these dangers.
3. Contribution towards coordination and exchange of viewpoints among national committees on ethics of science and technology, in connection with Islamic regional issues as well as problems addressed by international committees.
4. Building Islamic consensus on ethical issues related to science and technology, drawing on studies, research works and statistics conducted by the concerned committees and institutions in the Islamic countries.
5. Studying issues on practices related to medicine and biology, particularly as regards artificial insemination, cloning, environmental issues, informatics and other topical, crucial issues, in the light of the Islamic as well as the human ethical norms at large.
6. Urging educational institutions to introduce ethics in their teaching curricula, as part and parcel of the educational and training programmes of basic and higher education, with a view to enabling young scientists to further scientific research, while observing ethical norms and principles.
1. Setting up a database for ethics works that were prepared and published before in the Islamic countries, in particular, and at the international level;
2. Preparing a list of issues whose ethical aspects should be addressed from an Islamic perspective at the present time;
3. Instituting specialized committees to study the ethical aspects of issues which were not studied before or have been addressed and new developments occurred that have made their revision ethically an imperative;
4. Organizing international conferences to discuss contemporary ethical issues initially analysed by the committee;
5 Introducing ethics in science as an integral part of educational and training programmes in order to instil in the student community awareness and responsibility as regards the importance of ethical issues;
6. Adopting creation of ethics' committees to review ethical concerns and research works in the Islamic countries;
7. Conducting a media campaign as well as publishing guidelines, various analytical studies, simplified books and articles, to raise awareness and promote general consensus on ethical standards.
1. The IBEST's General Assembly : Constituted of the representative of the member States Set up the working strategy of the IBEST in the light of priorities and regulation and adopts the work of the subsidiary committees, on the recommendation by the Executive Committee;
2. The Executive Committee : Nominated by the IBEST's General Assembly, consisting of twelve members, follows up the policies and execute the plans approved by the General Assembly;
3. The Specialized Committees (Permanent Committees and others Committees constituted to address specific issues) constituted from the representative of different specializations, undertakes the study on issues of ethical concern, submitted by the Executive Committee on the basis of the recommendations of the General Assembly.
The Specialized Committees consists of 6-12 members taken from the representatives of different specializations in the Member States including experts in law, religion, sociology and philosophy besides the specialization of the concern research issues. Beside the involvement of representatives of society who echo multifarious views, these committees also summon to their meetings some experts in order to avail pertinent advice or their counsel. Recommendations submitted by the Specialized Committees are submitted for further discussion and study by the Executive Committee.
IBEST works in coordination with other regional and international organizations concerned with ethics of science and technology. IBEST also collaborate and develop close coordination with the concerned national ethics committee in the Member States.
