Directorate of Culture is one of the main pillars of ISESCO’s action. The Directorate has four specialized divisions, namely the Division of Cultural Policies; the Division of Heritage and Cultural Diversity; the Division of Cultural Industries, Copyright and Intellectual Property; the Division of Al-Quds Al-Sharif Programmes. Some of the priorities identified by ISESCO under the 2016-2018 Action Plan include mobilizing the youth for joint Islamic action, achieving sustainable development, promoting quality, governance and equality of opportunity in the education, science, culture and communication policies, and developing a culture of mediation, human rights and respect for otherness towards social peace and coexistence. The action of the Directorate is guided by a set of strategies, including the Cultural Strategy for the Islamic World and the Strategy for Islamic Cultural Action outside the Islamic World. The Directorate also oversees the functioning of a number of consultative councils. Besides, it makes preparations for the Islamic Conferences of Culture Ministers and of Ministers in charge of Childhood. Major projects implemented by the Directorate include the Islamic Culture Capitals’ Programme, the Project on Transcribing Muslims Peoples’ Languages in the Quranic Script, the Project on Islamic Cultural Action outside the Islamic World. In addition, the Directorate is an active member within the framework of intercultural dialogue and alliance of civilizations at the regional and international levels.

Division of Cultural Policies
  • It is in charge of the following:
  • To find means to preserve and raise awareness about and the Islamic cultural identity;
  • To follow up and study the cultural problems confronting the Islamic World and find solutions to them;
  • To carry out specific research work on the Islamic cultural identity, its values, specificities, forms of ex press ion in the various cultural environments as well as the dangers it faces due to the new communication means;
  • To devise suitable strategies and policies to fend off cultural invasion and threats to the Islamic culture and identity.
  • To develop cultural relationships among the Islamic countries and communities inside and outside the Islamic world;
  • To support cultural dialogue among the countries of the Islamic world, on the one hand, and between them and other cultures, on the other;
Division of Heritage and Cultural Diversity
  • It is in charge of the following:
  • To list, study and take care of the civilizational and cultural heritage of the Member States;
  • To identify the means likely to protect and maintain civilizational heritage;
  • To sustain the efforts being made by Member States to preserve and promote their cultural heritage;
  • To publicize the Islamic cultural and civilizational heritage;
  • To firmly establish the foundations for cultural exchange and the principles and mechanisms of dialogue among civilizations, and promote the aspects of cultural diversity;
  • To highlight and protect the essential features of cultural diversity in Member States;
  • To highlight the Islamic perspective on cultural diversity
Division of Cultural Industries, Copyright and Intellectual Property
  • It is in charge of the following:
  • To identify and publicize the various aspects of creativity in Islamic plastic arts, music, literature, poetry and drama in order to highlight the Islamic Ummah’s contribution to the world heritage;
  • To devise and implement a policy to protect copyright and Islamic intellectual property;
  • To carry out studies on problems hindering cultural development (cultural industries) in the Member States;
  • To support, develop and protect intellectual, literary and artistic works.
Division of AL-QUDS AL-SHARIF Programmes
  • It is in charge of the following:
  • Establish contact with all organizations and institutions concerned with Al-Quds Al-Sharif cause in order to publicize the Division’s activities, and consult with them about effort coordination and joint cooperation;
  • Propose tools to secure the necessary financial resources for Al-Quds-related programmes;
  • Coordinate and follow up on the implementation of programmes on the protection of Islamic and Christian sanctities in Al-Quds Al-Sharif;
  • Support educational, scientific and cultural institutions in Al-Quds Al-Sharif
  • Prepare Director General’s reports on the Division’s activities, for submission to the Executive Council and the General Conference;
  • Undertake any other task as may be entrusted to it by the Director General in connection with the projects and activities geared to Al-Quds Al-Sharif.

 

Projects and Areas of involvement

Project one: Protection of civilizational heritage, cultural plurality and coexistence within and outside the Islamic world through consolidation of the mechanisms of cultural exchange and cultural mediation and respect for cultural diversity.
  1. Protection of tangible and intangible cultural heritage inside and outside the Islamic world and promotion of cultural diversity and cultural plurality through cultural exchange mechanisms.
  2. Islamic culture capitals programme, promotion of cultural exchange and highlighting cultural diversity in institutions of joint Islamic cultural action.
  3. Developing cultural and traditional industries, protecting intellectual property and expanding cultural and ecological tourism to achieve sustainable development in such vital cultural fields.
  4. Encouraging rapprochement between Islamic madhahib and promoting moderation and middle stance through mechanisms of dialogue and fraternity.
  5. Developing programmes of dialogue among cultures and civilizations and the programme of cultural action for Muslims outside the Islamic world.
Project two: Addressing youth, childhood and women issues in the Islamic world.
  1. National youth policies, cultural roles and cross-cutting programmes.
  2. Legal and social protection of children against violence.
  3. National laws, policies and plans aimed at women, improving their conditions and building their capacities.
Project three: Transcribing the languages of Muslim peoples in the Quranic Script (QS).
  1. Preparation of QS educational materials for use in adult and general education.
  2. Supporting translation and cultural and journalistic publishing.
  3. Localization of technical expertise to establish QS chairs at universities and educational institutions.
  4. QS Computerization.
